These are Master Chen's followers who used an ancient spell to transform into faux-Anacondrai. General Arcturus represents the spirit of a true Anacondrai leader from the Serpentine Wars.
Design Notes
The use of yellow skin was a deliberate design choice to show they are humans/cultists in disguise, rather than the true purple-skinned Serpentine seen in later seasons.
